This painting has been made by Serbian born, Symbolistic artist Popovic Alekse Ljubomir, better known as Ljuba. The painting, besides being incredibly beautiful, has a very interesting symbolistic meaning behind it. This is what the book 'Symbolism' by Michael Gibson wrote about it:
"[...] Ljuba is fascinated by the conflict between chaos and reason, between democratic self-destruction and harmonious reorganization."
